Prior to his current assignment on the academic faculty, Lieutenant Colonel Kevin O´Neill served as a Foreign Area Officer in the Theater Security Cooperation Division, Strategic Plans and Requirements Directorate, Continental U.S. North American Aerospace Defense Command, Air Forces Northern & Air Forces Space, at Tyndall Air Force Base, Fla. In this role, he was responsible for planning and executing theater security cooperation efforts in support of the U.S. Northern Command theater security cooperation campaign plan and bilateral strategic objectives with partner nations in North America.

Lieutenant Colonel O´Neill is a 2009 graduate of the U.S. Air Force Academy and a 2012 graduate of the Pardee-RAND Graduate School. While assigned to Headquarters Air Mobility Command, Analyses, Assessments, and Lessons Learned Directorate, he also completed a tour as the 609th Air Operations Center Air Mobility Division Strategy Team Chief at Al Udeid Air Base, Qatar. He served as the sole U.S. representative embedded within Spain’s Ministry of Defense, providing analytic insights to guide high- level acquisition decisions for Spain, and served in various roles on the headquarters staff, U.S. Strategic Command. He completed Colombia’s Escuela Superior de Guerra in Bogotá, Colombia.
