Bio

Major Toussaint is the United States Air Force Academy (USAFA) International Education Program Manager and an academic instructor of French in the Department of Foreign Languages. He is also an Air Force Culture and Language Center (AFCLC) Sub-Saharan Africa Language Enabled Airman Program (LEAP) scholar.

Major Toussaint was born in Cap-Haitien, Haiti. He graduated from College Martin Luther King in 2001 and moved to Paris France to further his education. In 2007, he completed a dual master’s degree in political science and economics at the Catholic Institute of Paris, France, and the University of Montreal, Canada. Major Toussaint enlisted in the Air Force Reserve in February of 2009 as a legal permanent resident and entered Basic Military Training at Lackland Air Force Base (AFB), Texas, in April 2009. Upon graduation, he attended Air Transportation School at Lackland and was stationed at Joint Base McGuire-Dix-Lakehurst, New Jersey where he became a United States citizen. He has held several duty positions throughout the Air Transportation career field spectrum.

After serving for four years, Major Toussaint earned a commission from Officer Training School in 2013. He then moved on to become a Business Advisor at Eglin Air Force Test Center (AFTC/PZ), Air Force Materiel Command (AFMC) where he helped plan, organize, manage, and accomplish contracting functions to provide supplies and services essential to Air Force daily operations and warfighting missions. His contingency assignments and temporary duties have taken him to Haiti, Germany, Senegal, France, Djibouti, and Kuwait supporting Operation New Dawn, Operation Enduring Freedom, and providing translation services to various agencies including the Defense POW/MIA Accounting Agency (DPAA), the French National Forensic Science Institute (INPS), the HUMINT Training – Joint Center of Excellence (HT-JCOE), and the Federal Bureau of Investigation (FBI) Forensic Laboratory. Major Toussaint served subsequently as the Air Force’s $7.2 Billion, Global Positioning System (GPS) III Program Deputy Administrative Contracting Officer. Prior to his current assignment, he assisted with acquiring, operating, and sustaining logistic information technology (IT) systems for the Air Force and the Department of Defense.
